What is PAT Testing?
PA Testing – or PAT Testing – as it is more commonly known, is the in-service repeat of the manufacturer’s safety tests of electrical equipment. Portable Appliance Testing covers virtually any appliance that plugs into a socket including; hand tools for 220volt and 110volt equipment, vacuum cleaners, extension leads, IT equipment, kitchen appliances etc. To this effect there are numerous items that fall within this remit in every office, factory and work place in the country. All appliances that can be plugged into a mains supply must be tested periodically to determine whether the appliance is in a safe condition to be used
It is an Irish Law requirement under the Safety, Health and Welfare at Work (General Application) Regulations, SI 299, 2007 that all Irish Employers ensure the following:
• portable equipment is maintained in a manner safe and fit for use
• it is periodically inspected if supplied by a voltage exceeding 125 volts but not exceeding 1000 volts
• is periodically inspected if exposed to conditions causing deterioration liable to result in danger
• a competent person carries out and certifies that the appliances are fit for use
• if equipment tested is not safe then it is put out of use until it is made safe

Employers certification under these statutes is now being requested by Irish Insurance Companies and their Underwriters.
It is a Legal Necessity to PAT Test…
Under current law, Safety, Health and Welfare at Work (General Application) Regulations SI 299, 2007, it is the legal responsibility of the MD of every company to ensure that this is complete. Employers could face a fine of up to €3m or two years imprisonment if they don’t ensure the safety of their organization’s premises including all electrical items.
